Building a Regional Framework for TVET

Overview
The East Africa Skills for Transformation and Regional Integration Project set out to build regional flagship TVET institutes serving industries that cross national borders. ACAL was engaged to provide technical assistance developing the Inter-Institutional Collaboration Framework, the manual defining how training institutions, governments, industry, and regulators would actually work together across the region.

Qualification recognition addressed across artisan, craft, diploma, and degree levels, including bilateral arrangements


Client Context
Skills shortages in East Africa are not primarily a shortage of training institutions. They are a shortage of connection between them. A regional flagship institute may hold specialised equipment that neighbouring vocational centres cannot access. An industry may need dual training arrangements that no single institution can offer alone. A qualification earned in one country may carry no recognised standing in the next, even where the labour market is genuinely regional.
EASTRIP was designed to address this by investing in regional flagship TVET institutes across participating countries, serving sectors such as transport, energy, and manufacturing where labour markets and infrastructure corridors span borders. But investment in institutions does not by itself produce a system. For the flagship model to work, the relationships between training providers, between institutions and industry, between levels of government, and between regulators and awarding bodies all needed to be defined, agreed, and made operational.
The Challenge
Designing collaboration across a system this fragmented meant reconciling four distinct institutional layers, each with its own mandates, incentives, and legal constraints. Training institutions and programmes, national and county governments, industry, and regulators all needed workable, legally feasible arrangements for sharing equipment, providing mentorship, enabling trainee mobility, delivering dual training, and recognising qualifications across borders.
The framework had to be specific enough to be operational and flexible enough to accommodate different legal and institutional environments in each participating country. A document that only worked in one jurisdiction would have failed the project’s regional purpose.
Our Approach
ACAL structured the technical assistance around the four collaboration layers the project needed to make functional, treating each as a distinct design problem before integrating them into a single framework.

Solution Delivered
ACAL delivered the Inter-Institutional Collaboration Framework and manual covering the full architecture of the regional skills system. For training institutions and programmes, it established equipment sharing, mentorship, trainee exchange and mobility, qualification pathways from artisan through craft and diploma to degree level, and bilateral agreement structures.
The framework also defined roles and coordination arrangements across national, county, and intergovernmental structures; structured dual training, attachment, and shared-equipment arrangements between institutions and industry; and aligned regulators, professional bodies, qualification awarding bodies, and curriculum developers so that qualifications carry consistent meaning across the region.
The result is an operational reference for participating institutions to enter, structure, and sustain collaborative arrangements, rather than a statement of intent to collaborate.

Impact
The framework converts a set of individually financed institutions into a system with defined interfaces. For trainees, that means qualifications with recognised standing beyond the institution and country that awarded them, and access to equipment and mentorship their home institution may not hold. For industry, it means structured routes into dual training and attachment rather than ad hoc arrangements negotiated institution by institution.
For participating governments, the framework addresses the coordination problem that repeatedly limits returns on skills investment. Equipment financed for one institution can serve several. Curriculum developed in one country can inform standards in another. The value of each individual investment rises because it is connected to the others.
The regional dimension matters most for the industries EASTRIP targets. Transport corridors, energy systems, and manufacturing supply chains in East Africa operate across borders, and the technicians who run them should be able to as well.

Statements of intent to collaborate are common and produce little. What changes behaviour is a manual specifying how equipment is shared, how a trainee moves between institutions, and how a qualification is recognised elsewhere. Specificity is the whole design requirement.
Regional labour markets need regional qualification architecture
Where infrastructure corridors and supply chains cross borders, technician mobility follows. Qualification alignment across artisan, craft, diploma, and degree levels is what allows the workforce to move at the same speed as the investment.
