National Youth Opportunities Towards Advancement

Overview
The National Youth Opportunities Towards Advancement programme is the single largest youth development intervention in Kenya's history. ACAL was retained as Business Development Services consultant, responsible for designing and delivering structured BDS support to 110,000 beneficiaries across all 47 counties, within a World Bank accountability framework and at a programme value of KES 5.5 billion.
No single BDS provider had previously delivered structured youth enterprise support at this geographic scale in Kenya
The World Bank's Programme Development Objectives required simultaneous progress on employability, entrepreneurship, savings, and institutional systems, making sequenced delivery impossible
47 counties presented wildly different infrastructure conditions, literacy levels, and market contexts, requiring a delivery model flexible enough to function across all of them without sacrificing outcome consistency

Client Context
Kenya faces one of the most acute youth employment challenges on the continent. With nearly 70 percent of the population under the age of 35, and formal employment growing far too slowly to absorb new entrants into the labour market, the majority of young Kenyans enter adulthood without a credible path to economic participation. The challenge is not a lack of ambition. It is a lack of structured support at the point where ambition meets reality.
NYOTA was the Government of Kenya's response to that structural gap. Backed by World Bank financing and anchored in Kenya's Big Four Agenda, NYOTA set out to reach young Kenyans across every county in the country, providing them with the training, business development support, and savings infrastructure needed to build sustainable livelihoods. At KES 50,000 per beneficiary and a target of 110,000 participants, the total beneficiary support component reached KES 5.5 billion, making NYOTA the single largest youth development intervention in Kenya's history.
The Challenge
Programmes at national scale routinely fail in one of two ways. Either they reach the numbers and sacrifice quality, providing support that is too shallow to change behaviour or outcomes. Or they protect quality and miss the numbers, concentrating resources in accessible urban centres while harder-to-reach populations in arid, semi-arid, and geographically marginal counties receive nothing.
NYOTA could not afford either failure. The World Bank's Programme Development Objectives were specific and interconnected. The programme had to improve youth employability through structured training and on-the-job experience. It had to expand entrepreneurship opportunities through credible business development support. It had to create savings pathways for beneficiaries who had never previously had formal access to financial products. And it had to strengthen the institutional systems that would outlast the programme itself, so that the gains could be maintained without continuous donor intervention.
Delivering on all four objectives simultaneously, across 47 counties with wildly different infrastructure conditions, literacy levels, and market contexts, required a BDS partner with both the field capacity and the programme architecture to make it work. The World Bank retained ACAL Consulting in that role.
Our Approach
ACAL built the operational and delivery architecture for the NYOTA BDS component from the ground up, covering programme design, curriculum development, field deployment, financial inclusion integration, and World Bank-standard monitoring. The approach was grounded in a principle that most large-scale programmes abandon under delivery pressure: that outcome standards must remain fixed even when the path to those outcomes varies significantly by geography and context.

ACAL served as the primary Business Development Services consultant for the NYOTA programme, providing end-to-end BDS design and delivery across Kenya's 47 counties. The engagement covered curriculum development, field delivery infrastructure, beneficiary intake and tracking, savings facilitation, and World Bank-standard monitoring and reporting. At KES 28,300 per trained beneficiary, ACAL's contract totalled KES 100 million, reflecting the scope and complexity of a programme operating at full national scale.
The NYOTA programme targeted 110,000 young Kenyans with structured BDS support, each receiving KES 50,000 in programme value, creating a total beneficiary investment of KES 5.5 billion. ACAL's role was not peripheral to that outcome. The BDS component was central to the programme's PDOs, and ACAL was the firm the World Bank trusted to deliver it.

Impact
The NYOTA programme reached 110,000 young Kenyans across all 47 counties, the widest geographic coverage of any youth development intervention in the country's history. Beyond the scale, the programme's design ensured that beneficiaries were not passive recipients. They left with business skills, a savings record, and a documented connection to Kenya's formal financial system. For a significant proportion, it was the first time they had any of those things.
At the programme level, NYOTA directly shaped the employment and entrepreneurship trajectories of a generation of young Kenyans who had previously been structurally excluded from any formal support. At the institutional level, the programme strengthened the county-level systems that will continue to support youth economic participation long after the World Bank financing cycle closes.
For ACAL, the NYOTA mandate demonstrated something that most BDS firms in Kenya cannot: the capacity to design, manage, and deliver a programme of this complexity at genuine national scale, within a World Bank accountability framework, without sacrificing the quality of the participant experience. That combination of reach and rigour is not common. It is what the World Bank was looking for, and it is what ACAL delivered.
Key takeaways
Scale demands architecture, not just ambition. Reaching 110,000 people across 47 counties is not a logistics problem. It is a programme design problem. The decisions made in the scoping phase, around targeting, curriculum standardisation, and quality control, determine whether scale adds value or merely adds numbers.
Financial inclusion is not a separate intervention. Integrating savings mobilisation into the BDS delivery model, rather than treating it as a parallel programme, meant that beneficiaries built a financial identity alongside their business skills. The two reinforce each other in ways that isolated interventions cannot replicate.
Last-mile delivery is a capability, not a principle. The counties that are hardest to reach are also the counties where programme impact is greatest, because the alternatives are fewest. ACAL's ability to operate effectively in Kenya's arid and semi-arid counties, not just in Nairobi and the major urban centres, is what made genuine national coverage possible.
Accountability at scale requires real-time data. A monitoring system designed to satisfy a quarterly report is not the same as a monitoring system designed to inform decisions. ACAL built the latter, giving programme managers the visibility to act on problems before they became structural failures.
World Bank trust is earned through delivery. NYOTA was not ACAL's first World Bank engagement. It was the largest. That progression reflects something straightforward: the World Bank retains firms that deliver. Every engagement ACAL has completed under World Bank financing has been completed to standard, on time, and with the evidence to show it.
