Overview
Kenya Urban Roads Authority appointed ACAL Engineering, in association with Pleng Limited, to conduct the full feasibility study, Environmental and Social Impact Study, and preliminary engineering design for Machakos town roads. The deliverables gave KURA an approvable, investment-ready evidence base covering over 130,000 residents whose daily economic activity depends on the town's road network. The engagement was completed on schedule and formally commended by KURA in March 2020.

Client Context
Machakos is the capital of one of Kenya's most economically active counties, with proximity to Nairobi, a population drawing on both agricultural hinterlands and growing urban commerce, and a road network whose current condition is limiting the economic potential of both. KURA's investment mandate prioritises secondary towns where road upgrades produce the highest economic returns. Machakos qualifies on every measure.
The investment decision required a complete evidence base. KURA does not commit public resources to road upgrades without a feasibility study demonstrating the economic return, a design establishing the cost, and environmental and social assessments confirming the project is approvable. ACAL's engagement produced all three.
The Challenge
Roads feasibility in an established town is structurally more complex than greenfield infrastructure. The corridors are occupied. Drainage structures are embedded in surrounding development. Any upgrading option affects properties, businesses, and livelihoods in the road corridor. Those effects must be identified, quantified, and planned for before a construction contract is awarded.
Traffic counts on Machakos's degraded roads measure the vehicles that use the roads in their current condition, not the vehicles that would use them if conditions were better. Suppressed demand is real: it represents market trips not made, passenger services not extended, and businesses not opened because the road conditions do not justify the investment. Feasibility analysis that ignores suppressed demand underestimates economic returns and can produce investment decisions that underprovide for actual road demand.
The semi-arid drainage context added a specific engineering design challenge. Climate projections for Machakos indicate increasing rainfall intensity even as annual averages remain low. Drainage structures sized on historical averages will be undersized for the extreme events that are already threatening road integrity in similar environments.
Our Approach
ACAL deployed a four-person specialist team covering environmental science, geotechnical engineering, drainage engineering, and socio-economic analysis. The analytical sequence moved from field data collection through economic modelling to preliminary design, with each discipline feeding directly into the investment recommendation.

ACAL delivered the complete pre-investment package: feasibility study with economic analysis and investment recommendations, preliminary engineering designs and cost estimates for each upgrading option, traffic data and demand forecasts, ESIA with environmental management plan, Resettlement Action Plans, and climate risk assessment with incremental design provisions.
KURA received what it needed to approve investment and move to detailed design. The economic returns were confirmed. The environmental and social approvals framework was in place. The design parameters were established. The investment decision was no longer a technical question. It was a resource allocation decision with a fully evidenced basis.
KURA's formal commendation in March 2020 confirmed professional delivery within the contracted timeline and recommended ACAL for future similar assignments.

The feasibility study and preliminary engineering design ACAL delivered contributed the economic evidence, design options, environmental clearance framework, and resettlement plans that investment decisions of this scale require before procurement can proceed.
Machakos town's 63,767 residents depend on a road network that connects commercial centres, market areas, and residential zones to each other and to the wider county economy. When roads perform, freight moves cheaper and faster, journey times fall, and the economic activity that poor road conditions suppress becomes viable.
KURA's March 2020 commendation confirmed professional delivery within timeline and recommended ACAL for future similar assignments.
