Overview
Kenya Urban Roads Authority appointed ACAL, in association with Pleng Limited, to conduct the full feasibility study, Environmental and Social Impact Study, and preliminary engineering design for Kitui town roads. The engagement produced the complete pre-investment evidence base for a county capital whose road network shapes the economic geography of one of Kenya's most agriculturally productive dryland counties. The assignment was completed on schedule and formally commended by KURA in March 2020.

Client Context
Kitui is the capital of Kitui County in Kenya's Eastern dryland zone, a rapidly developing area known for honey production, mango cultivation, and the growing commercial activity of a county integrating more fully into Kenya's national economy. Its road network carries not only passenger and freight traffic but the produce of a county whose agricultural output depends on reaching markets before it deteriorates.
KURA's decision to commission a full feasibility study before committing to road upgrades reflects the discipline that donor financing and national procurement guidelines require. The feasibility work ACAL delivered is what transforms an identified investment need into an approvable project.
The Challenge
Kitui's dryland context creates engineering requirements that distinguish it from wetter environments. Unpaved roads in dry regions generate fine dust that creates health risks and raises vehicle operating costs year-round. More significantly, the episodic high-intensity rainfall that characterises the semi-arid zone produces runoff events that drainage structures sized on average conditions cannot handle. A flood event that overwhelms road drainage does more damage in a single day than months of normal wear.
The economic analysis required a specific methodology for Kitui's agricultural context. The freight that Kitui's roads carry is not generic commercial cargo. Much of it is fresh agricultural produce, where road condition directly affects delivery time and post-harvest loss rates. A road investment analysis that counts only vehicle operating cost savings misses the economic value that better roads create for producers who currently lose product in transit or cannot access markets when roads become impassable.
Our Approach
ACAL applied the same structured analytical methodology used across its roads feasibility practice, adapted to Kitui's dryland conditions: episodic intense rainfall, dust management requirements, and an agricultural supply chain economic model that captures honey, mangoes, and produce moving from rural areas to market.

Resettlement Action Plans and Environmental and Social Impact Assessment in compliance with Kenya's Environmental Management and Coordination Act
Solution Delivered
ACAL delivered the complete pre-investment package for Kitui town roads: feasibility study with economic analysis and investment recommendations, preliminary engineering designs and cost estimates across the network, traffic data and demand forecasts, ESIA with environmental management plan, Resettlement Action Plans, and the climate risk assessment with incremental design provisions.
KURA received what it needed to approve investment and move to detailed design. The economic returns on road upgrading in Kitui, when agricultural supply chain benefits are fully counted, are materially stronger than traffic-only analysis suggests. The evidence base ACAL produced demonstrated this.
The agricultural communities of Kitui County are indirect beneficiaries of this work. When Kitui's roads are upgraded, produce moves faster and cheaper, post-harvest losses fall, and the income producers receive for their honey and mangoes increases. The road investment's economic return is, in part, a return on the county's agricultural potential.

Impact
Kitui town's 29,062 residents rely on a road network that is also the freight artery for one of Kenya's most agriculturally productive dryland counties, which has 11,957 kilometres of roads connecting honey producers, mango growers, and smallholder farmers to Kitui town and onward to national markets. When the town's urban roads fail, the supply chain fails with them. The feasibility study and preliminary engineering design ACAL delivered gave KURA the economic evidence and approvals framework to justify upgrading the roads that sit at the centre of that supply chain.
KURA's March 2020 commendation confirmed professional delivery within timeline and recommended ACAL for future similar assignments.

ACAL's drainage design at Kitui was calibrated to the statistical profile of these extreme events, not to conditions that make damage look improbable. The difference in design cost is modest. The difference in road performance during extreme events is not.
