Overview

ACAL's urban advisory practice covers the full spectrum of Kenya's urban development agenda, from the UPAT-based performance assessments that determine World Bank grant eligibility, to spatial development frameworks, infrastructure investment appraisals, and PPP oversight on major road contracts.

What We Deliver

We work with county governments, the Ministry of Devolution, KURA, and development partners to build the analytical and governance foundation for Kenya's urban growth. Our work is grounded in field data, aligned to national and county planning frameworks, and structured for institutional adoption.

Kenya's devolved governance structure means that urban performance is measured county by county, municipality by municipality. ACAL understands this landscape better than any other advisory firm in Kenya, having assessed 79 municipalities across 45 counties under KUSP II and supported multiple county governments through institutional reform.

Infrastructure & PPP Advisory

Beyond governance, ACAL provides independent technical oversight on Kenya's most complex infrastructure transactions. Our role as Independent Engineer on the LOT 18 PPP road contract, a KES 13.2 billion DBFMT structure, is the clearest demonstration of our capability at the intersection of infrastructure, finance, and public accountability.
