Through Vision 2030, the Government of Kenya aims at making Kenya a middle income country by the year 2030. The provision of public infrastructure and social services that will support economic growth and development remains a critical agenda. The fiscal constraints have caused the need for new and innovative approaches to the provision and financing of public infrastructure and services.

The adoption of a Public Private Partnership (PPP) framework heralds a new era for Kenya to improve the quality, quantity, cost-effectiveness and timely provision of much needed public infrastructure and services supplementing the traditional role of government as the primary provider of such infrastructure and services. This framework provides a huge opportunity for institutions in this sector. To successfully achieve efficient PPP service delivery, capacity building of professionals in both private and public sectors of the economy is not critical but also very urgent.

Course description

To assist public and private institutions develop successful PPP projects, the Introduction to the Fundamentals of Public - Private Partnerships is a foundational training program that aims at equipping professionals with knowledge on what PPP projects entail, how to develop such projects, procurement and legal issues around PPPs upto to finalisation of PPP contracts.

This five-day course will cover six (6) key modules where internationally acclaimed tutors will take the delegates through information on PPPs that is relevant to this market with discussions on case studies and group assignments to enhance learning.

At the end of the course, the participants will receive a Certificate of Achievement.

Who should attend?

This course is ideal for Senior Managers in institutions that plan to execute PPP projects in the area of infrastructure. Such include Engineers, Technical Managers, Finance Managers, Procurement Managers, Company Secretaries, Legal Officers, CEC’s, County Chief Officers, DoDs, County Development Officers and all Members of PPP nodes.

Course Objective

The objective of this course is to provide participants with a comprehensive understanding on the fundamental elements of PPPs which include:

  • Project inception and overview
  • Legislative frameworks
  • Project set up
  • Procurement of advisors
  • Receiving and evaluating of Bids
  • Finalization and signing of contracts

The course will answer the following questions:

  • What does a PPP entail?
  • What are the tests for PPP Projects?
  • What is a typical PPP structures for the different sectors?
  • Definition of the private and public parties?
  • What financing structure and funding does the regulation provide for?
  • What does the PPP project cycle entail or involve?

Course Content

The course will cover the following scope:

  • Evaluating the regulations and code of practice for PPPs
  • Project inception including project planning
  • Undertaking Feasibility studies including outlining financial and economic feasibility studies issues and respective analysis steps.
  • PPP procurement and supply chain requirements
  • Managing PPP contracts and how to handle implementation issues.

Learning Outcomes

At the end of the course, the delegates will have a thorough understanding and a practical framework on conceptualisation and planning of a PPP project, the key legal and procurement components and will be able to develop contracts for PPP projects.


The training will be undertaken by trainers and practitioners with practical experience internationally and locally.


Eva Bufí

MBA and M.Sc.Civil Engineer

A Lecturer in Infrastructure Management and PPPs at Polytechnic University of Catalonia, Project Finance at the University of Alcalá. Consultant in public-private partnership, project finance, financial modelling procurement and infrastructure management with 18 years of experience working in the public and the private sector. Executive Director of the International Specialist Centre on PPPs in Smart and Sustainable Urban Development. She has broad experience in capacity building and training of Ministry officials and private sector in PPPs, project finance, project management and infrastructure management.

She is member of United Nations PPP task force, the UNECE Project Team to design a standard on zero tolerance to corruption in PPPs. Working on DG Enterprise, European Commission and member of the roster of experts to assist the Directorate-General for Regional Policy (European Commission) in the appraisal, implementation and monitoring of Cohesion policy interventions.

Humberto López

MBA and Ms. Civil Engineer

Has been lecturer at the Polytechnic University of Catalonia in project management and done many conferences worldwide, focused in PPP sector, especially in the social and building (government buildings, universities, hospitals, etc.), and energy sector. He has also been a Senior Manager in consultancy, engineering, construction, turnkey projects and manufacturing of construction products companies working in international markets. He has experience at the highest level collaborating with administrations of Morocco, Bosnia, Croatia, Mexico, Colombia, Bolivia, Argentina, Paraguay, Chile, Panama, Peru, El Salvador and Guatemala, China, Philippines, Indonesia and South Korea,

He has a large experience in structuring, advising and training to public sector in PPP projects, in health, power, oil&gas, building or education.

With broad experience in Infrastructure, PPPs, Concessions, Energy and Project/Structured Finance, Inigo has over 15 years’ experience managing mandates related to assets life cycle.

He is active in publications, seminars, courses and conferences, at prestigious centers such as CICCP (Spanish College of Civil Engineering), Instituto de Empresa (IE), Escuela de Organización Industrial (EOI), Institute for International Research (IIR), Intereconomía Conferencias, CECO, etc.

He has collaborated in PPP industry reports and has provided, institutional, strategic and commercial advice on the subject to Governments and private associations. He is recognised as sector specialist with vast relations within market leaders and stakeholders on the engineering, construction, energy, banking, concession and funds sectors
